ABSTRACT

In order to couple the training and dispatch tasks of emergency rescue, and to improve the work efficiency of emergency rescue personnel, an optimization model for the integration of training & assignment of emergency rescuers was established, which took maximizing the overall time satisfaction and minimizing the total cost of training & assignment as the objective function.Taking COVID-19 epidemic as the research background, the simulation and solving were conducted by using the Lingo software.The results showed that the short-term training could effectively improve the rescue capability of emergency rescuers, and meet the requirements of emergency rescue time and rescue tasks of the disaster-affected sites.

ABSTRACT

During recent crises like COVID-19, microblogging platforms have become popular channels for affected people seeking assistance such as medical supplies and rescue operations from emergency responders and the public. Despite this common practice, the affordances of microblogging services for help-seeking during crises that needs immediate attention are not well understood. To fill this gap, we analyzed 8K posts from COVID-19 patients or caregivers requesting urgent medical assistance on Weibo, the largest microblogging site in China. Our mixed-methods analyses suggest that existing microblogging functions need to be improved in multiple aspects to sufficiently facilitate help-seeking in emergencies, including capabilities of search and tracking requests, ease of use, and privacy protection. We also find that people tend to stick to certain well-established functions for publishing requests, even after better alternatives emerge. These findings have implications for designing microblogging tools to better support help requesting and responding during crises. © 2022 ACM.

ABSTRACT

Civil protection has attracted considerable attention due to its role in disaster management and preparedness, being essential in alerting the public about potential disasters and crisis recovery measures. However, there is limited research on civil protection and its vital role in urban economy recovery. Therefore, we sought to comprehensively investigate the impact of civil protection on economic growth and the development of the urban economy, focusing on a small-sized Greek city, Kozani, as a case study. We utilized data from 160 residents of Kozani. The study findings confirmed that the key focus areas of civil protection, namely, the national early warning system, crisis preparedness measures and economy rescue operations, significantly affect economic growth and development. Furthermore, the key strategies essential for improved civil protection, such as government support, positively affect economic growth.
